Vice President for Research and Policy Engagement, Resources for the Future
Billy Pizer is Vice President for Research and Policy Engagement at RFF. Previously, he was the Susan B. King Professor at the Sanford School of Public Policy at Duke University. He is also a Research Associate at the National Bureau of Economic Research. His past and current research examines how we value the future benefits of climate change mitigation, how environmental regulation and climate policy can affect production costs and competitiveness, and how the design of market-based environmental policies can address the needs of different stakeholders. He is currently a member of the NASEM Committee on Accelerating Decarbonization in the United States.
Billy holds a Ph.D. and M.A. in economics from Harvard University and B.S. in physics from the University of North Carolina at Chapel Hill.
Executive Director of the Energy Program at the Bipartisan Policy Center
Sasha Mackler is the Executive Director of the Energy Program at the Bipartisan Policy Center. Prior to leading the Energy Project, he spent nearly 10 years in the private sector, first as vice president of Summit Power Group's carbon capture business and then overseeing market development activities for Enviva, the largest biomass fuel supplier to the global utility industry.
Mackler was the Research Director at the National Commission on Energy Policy and, before that, designed emission trading programs at the US Environmental Protection Agency. At BPC, he has led numerous energy and climate initiatives, including the American Energy Innovation Council along with projects on topics such as clean energy tax incentives, public finance, carbon regulations, climate impacts and adaptation, and geoengineering research.
